If the chance of a DNA match being incorrect is in the hundreds of millions?

What exactly does that mean? Eg. 7 billion people divided by 200 million is 35. Does it mean there are about that many people in the world with the same DNA as me (or unable to detect a difference with our technology)? If the chance of a DNA match being incorrect is in the hundreds of millions?
There is nobody in the world with the same exact DNA as you (even if you were to have an identical twin).

However, the DNA testing is only looking at a particular region(s) that is different in almost everybody. So only one in 100 million people would be identical at the site that the scientists are looking. If they were to look further they can be more and more sure.. but the error rate of 1 in 100 million is already good enough for court..
