RNA isn't modified. As long as there is no mutation in the transcription process, RNA is a faithful copy of one strand of DNA. Since it's only one open strand, RNA can be read and translated into proteins. The helical structure of DNA would prevent ribosomes from engaging it even if it were outside the nucleus.
